It is unfortunate that the City of Goleta chose to employ page images,
instead of text, in their Ellwood Mesa/Sperling Preserve Open Space
2018 Implementation Plan available here (and attached):
https://www.cityofgoleta.org/home/showdocument?id=21967 . That choice
precludes performing text searches of that document.

I find it interesting that in the first paragraph on page eight of
that document refers to "Figure 4":

"Plantings will be installed in an area where the density of the
eucalyptus canopy has been significantly reduced by mortality, as
illustrated in the Enhancement Plan on Figure 4."

I am able to find figures one and two, but Figure 4 appears to have
been omitted from this copy of the document.

Perhaps the City of Goleta would find the probability of their effort
to secure approval of their proposed plan more likely if their
documentation were executed in a more professional manner.
